The key of success for computer system or smart phone system is good operating systems that manage both of hardware and software resources in a good manner. Good operating systems have the ability to manage a large number of processes without causing any failure or slowing down the suitable performance of the computer system or smart phone system. Most of good operating systems have a common concept for managing a large number of processes. This work is implementing the common concept used in most of operating systems to manage the processes for evaluating external human induced events. This concept is very useful for this case because there is a high degree of similarity between the states of processes in computer system or smart phone system and states of processes which evaluate the external human induced events. The states of the processes which evaluate the external human induced events can be mapped as states of the processes used in operating systems. Therefore implementing the common concept used in operating systems to manage the processes for evaluating external human induced events will inherit the benefits from operating systems. These benefits are accomplishment all the processes in better time, providing more control for all processes, making the system more reliable.
Keywords: Operating systems, external human induced events, nuclear power plant.
